Following the historic victory in the Patriotic War, the Azerbaijani government has allocated 1 billion 654 million manats from the state budget to strengthen the social protection of former internally displaced persons (IDPs). Annual allocations have been consistent: 354.4 million manats in 2021, 364.9 million manats in 2022, 353.9 million manats in 2023, 329.2 million manats in 2024, and 252 million manats in 2025. An additional 280 million manats is currently being allocated for 2026.
According to the Operative Information Center-OMM, citing AZERTAC, this was announced by Member of Parliament Vugar Bayramov during a joint session of the Milli Majlis (National Assembly) committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.
Bayramov noted that the State Oil Fund of the Republic of Azerbaijan (SOFAZ) has independently allocated 2 billion 702 million manats specifically for improving the living conditions and resettlement of refugees and IDPs. This represents the largest expenditure item among the 13 financing areas managed by the Fund outside of standard budget transfers.
The MP further emphasized that, in addition to these social measures, more than 25 billion manats have been earmarked from the state budget for the reconstruction and restoration of Azerbaijan's liberated territories, including the 2026 commitments. In the short period following the Patriotic War, the successful resettlement, employment, and education of over 85,000 citizens in the liberated regions serve as a testament to the country's economic strength and commitment to the Great Return program.
