Azerbaijan digitizes citizen legislative initiative procedures

The Milli Majlis (National Assembly) of Azerbaijan has adopted amendments in the final reading to digitize the procedures for citizens exercising their right to legislative initiative. This legislative move aims to modernize administrative processes and enhance public participation in the country's governance.

According to the "Operative Information Center-OMM", the changes were discussed during today's extraordinary session of the parliament. The amendments affect the laws "On Approval of the Internal Regulations of the Milli Majlis of the Republic of Azerbaijan," "On Public Participation," and "On the Procedure for Citizens of the Republic of Azerbaijan to Exercise the Right of Legislative Initiative."

The legislation establishes the legal framework for organizing public hearings and discussions through the E-Government Information System (EGIS). Under the new regulations, various administrative actions—such as announcing public hearings, nominating candidates for public councils, and registering legislative drafts—will be facilitated via the EGIS. This digital transition is designed to ensure greater transparency, reduce bureaucratic delays, and improve overall citizen satisfaction by streamlining the submission of documents and notifications via SMS or email.

The digitization of legislative initiatives is part of a broader strategy in Azerbaijan to integrate digital governance across all state institutions. By leveraging the E-Government Information System, the state aims to minimize physical paperwork and enhance the efficiency of the legislative process, making it more accessible for citizens to engage directly with the parliamentary system.
