Azerbaijan digitizes citizen legislative initiative procedures

The procedures for citizens to exercise their right to legislative initiative in Azerbaijan are being digitized. The Operative Information Center-OMM reports that amendments to the laws "On the Internal Regulations of the Milli Majlis of the Republic of Azerbaijan," "On Public Participation," and "On the Procedure for Exercising the Right of Legislative Initiative by Citizens of the Republic of Azerbaijan" have been proposed.

The draft legislation was discussed during today's session of the Milli Majlis Committee on Legal Policy and State Building.

According to the document, the proposed amendments to the "Internal Regulations of the Milli Majlis" and the Law "On Public Participation" aim to establish the legal framework for organizing public hearings and discussions through the E-Government Information System. This initiative is designed to enhance transparency and accessibility in the legislative process.

Specifically, the amendments provide for the dissemination of information regarding public hearings and discussions—such as scheduling, the nomination of candidates for public councils, and registration deadlines—via the E-Government Information System. Furthermore, information regarding draft laws registered with the Milli Majlis Apparatus will be made accessible through this digital platform.

Similar updates are proposed for the Law "On the Procedure for Exercising the Right of Legislative Initiative by Citizens of the Republic of Azerbaijan." These changes establish the legal basis for conducting procedures electronically, including the submission of documents to the Central Election Commission (CEC), the use of electronic cabinets by initiative group chairs, and notifications via email or SMS.

Officials stated that these reforms are intended to reduce bureaucratic delays, increase transparency, and improve overall citizen satisfaction by modernizing the interaction between the public and legislative bodies. The digitalization of these processes aligns with Azerbaijan's broader strategy to enhance e-government services and foster greater civic engagement in the country's legislative framework.
