An "Electronic Participation" subsystem is being established within the structure of the Electronic Government Information System (EGIS) in Azerbaijan.
According to Operative Information Center-OMM, this development follows a decree signed by President Ilham Aliyev regarding additional measures to involve citizens and civil society institutions in the implementation of public administration, as well as amendments to the "Regulations on the Electronic Government Information System" approved by the President's decree dated August 12, 2025.
The decree stipulates that the new subsystem will facilitate the following:
- The exercise of the legislative initiative right by citizens of the Republic of Azerbaijan, in accordance with the Law "On the procedure for the exercise of the legislative initiative right by citizens of the Republic of Azerbaijan."
- The implementation of public participation forms as provided for in the Law of the Republic of Azerbaijan "On Public Participation."
The Ministry of Digital Development and Transport of the Republic of Azerbaijan will serve as the owner and operator of the subsystem. Under the decree, the Cabinet of Ministers is tasked with resolving issues arising from this mandate, while the Ministry of Digital Development and Transport is responsible for the formation and operational improvement of the subsystem.
This initiative represents a significant step in Azerbaijan's ongoing digital transformation strategy. By integrating legislative and public participation tools into the centralized EGIS framework, the government aims to streamline democratic processes, increase transparency, and provide citizens with more direct digital channels to influence policy-making and engage with state institutions.
