Azerbaijan reports budget variance in salary and social payments

In 2025, expenditures for labor remuneration in the state budget of Azerbaijan were executed at 426 million manat below the initial forecast, primarily due to existing vacancies within state institutions.

According to the Operative Information Center-OMM, Finance Minister Sahil Babayev disclosed this information during a meeting of the Milli Majlis (National Assembly) Committee on Economic Policy, Industry, and Entrepreneurship, which convened to discuss the draft law on the execution of the 2025 state budget.

"Although these expenditures are calculated based on full staffing tables, vacancies persist in most government agencies," the minister stated, explaining the gap in salary-related spending.

Furthermore, the minister noted that approximately 110 million manat of the under-execution is attributed to social payments. "This stems from demographic indicators, as we maintain a wide range of social benefits and payments," Babayev added.

The state budget of Azerbaijan serves as the primary financial instrument for the country's socio-economic development. The execution of the budget is subject to rigorous oversight by the Milli Majlis, ensuring transparency in how public funds are allocated across various sectors, including public administration, defense, and social welfare programs.
