Azerbaijan approves new rules for thermal energy use

The Cabinet of Ministers of the Republic of Azerbaijan has officially approved the "Rules for the Use of Thermal Energy," establishing a new regulatory framework for heat supply and distribution across the country.

According to Operative Information Center-OMM, Prime Minister Ali Asadov signed the decree to streamline the provision of thermal energy and enhance the efficiency of utility services. Under the new regulations, procedures for connecting construction projects to the heating network will be managed electronically through the unified information system for urban planning and construction. Furthermore, Azeristiliktachizat OJSC has been instructed to develop its internal information system within nine months to facilitate digital services via the Electronic Government Information System. Until the full digital transition is complete, these procedures will be handled directly or via traditional mail and email services.

This initiative is part of Azerbaijan's broader strategy to modernize public infrastructure and integrate utility management into the national digital governance framework. By transitioning to electronic systems, the government aims to increase transparency and reduce bureaucratic hurdles for both residential and commercial consumers. The decree also specifically outlines the heating season, which runs from November 1 to May 1, for various regions including the liberated territories and high-altitude areas where consistent energy supply is critical during the winter months.

The list of regions and cities where heating services are designated for the November 1 – May 1 period includes:

  • Dashkasan district
  • Gadabay district
  • Khachmaz district
  • Khankendi city
  • Ismayilli district
  • Kalbajar district
  • Gakh district
  • Gazakh district
  • Gabala district
  • Guba district
  • Gusar district
  • Lachin district
  • Lerik district
  • Nakhchivan Autonomous Republic
  • Oghuz district
  • Siyazan district
  • Shamakhi district
  • Shabran district
  • Sheki city
  • Shusha district
  • Tovuz district
