The Cabinet of Ministers of the Republic of Azerbaijan has amended its decision dated October 11, 2018, regarding the "Approval of the Unified Budget Classification." The new decision, signed by Prime Minister Ali Asadov on November 7, 2025, updates the administrative classification of budget expenditures.
According to the Operative Information Center-OMM, the update incorporates several state-owned entities, agencies, and funds into the administrative classification of budget expenditures. These include the Azerbaijan Transport and Communication Holding (AZCON), the President's Reserve Fund, the State Budget Reserve Fund, and various agencies under the State Water Resources Agency, such as the "Regional Water Melioration" and "Large Cities Water Supply" joint-stock companies.
Furthermore, the list now includes the "Azerbaijan Business Development Fund" under the Ministry of Economy, the Small and Medium Business Development Agency, the Agency for the Promotion of Investments and Exports, the State Agency for Monitoring State Enterprises under the Ministry of Finance, and several entities under the Ministry of Ecology and Natural Resources, including the Geodesy and Cartography Agency. Other newly included entities range from the "Karabakh University" under the Ministry of Science and Education to the "Digital Finance Center" LLC owned by the Ministry of Finance.
The decision, which aims to enhance fiscal transparency and streamline the management of state funds, is applied retroactively from January 1, 2025.
This regulatory update is part of the broader economic reforms currently being implemented in Azerbaijan to improve public financial management. By integrating these diverse entities into the unified budget classification, the government ensures more precise tracking and allocation of state resources, aligning institutional spending with national strategic priorities.
