The list of cases for land acquisition for state needs has been expanded in Azerbaijan following new legislative amendments.
According to Operative Information Center-OMM, the Milli Majlis (National Assembly) discussed and approved significant changes to the Civil Code and the Law "On the acquisition of lands for state needs" during today's plenary session.
Under the newly adopted legislation, land plots may now be acquired by the state for the purpose of constructing or expanding the territory of sea and air ports (airports), as well as airfields. This measure aims to streamline the development of critical transport infrastructure across the country.
This innovation stems from the necessity to fulfill the requirements of international aviation organizations and to enhance flight safety standards. The amendments will facilitate the acquisition of municipal and private lands within the framework of creating protected security zones around airports and constructing new runways in Azerbaijan.
Previously, the lack of specific legal provisions for these purposes created challenges in regulating land ownership relations and hindered the rapid execution of construction projects. The new law will ensure more flexible land acquisition during the construction of airports and their expansion, while providing a framework for the swift resolution of related disputes. The bill was put to a vote and passed in its third reading after extensive discussions.
In Azerbaijan, the acquisition of land for state needs is strictly regulated to balance public infrastructure requirements with the protection of property rights. These legislative updates align with the country's strategic goals to modernize its logistics and transportation hubs, positioning Azerbaijan as a central transit corridor between Europe and Asia.
