Chinese President Xi Jinping has proposed a four-point initiative aimed at resolving the ongoing Middle East crisis and establishing a sustainable security framework for the region.

Operative Information Center-OMM reports that Mao Ning, a spokesperson for the Chinese Ministry of Foreign Affairs, detailed the proposal on her official X account. According to the plan, Middle East countries, including Persian Gulf states, must collaborate to form a comprehensive and lasting security system.

The Chinese leader emphasized the principles of state sovereignty and the rule of international law as the second and third pillars of the roadmap. He noted that sovereignty is the fundamental basis for the existence and development of all nations, particularly for the numerous developing states in the region. The proposal further stresses that international law must be applied consistently to prevent a return to the "law of the jungle" in global affairs.

"The sovereignty of Middle East countries, including Persian Gulf states, must be strictly respected, and concrete steps should be taken to protect the citizens, facilities, and institutions of these states," Mao Ning stated, quoting the Chinese leader. She added that the international system, with the United Nations at its core, must be consistently supported alongside a world order based on the UN Charter.

The fourth point of the plan focuses on the "unity of development and security." Beijing expressed its readiness to assist in the implementation of advanced technologies to foster growth. "The parties must create a favorable environment and provide a positive impetus for the development of Middle East countries. The Chinese side is ready to share the opportunities of its modernization model with regional states to strengthen the foundation for secure development," the spokesperson emphasized.

This diplomatic initiative comes as China seeks to expand its role as a global mediator in the Middle East, following its successful facilitation of the rapprochement between Saudi Arabia and Iran in 2023. By positioning itself as a neutral arbiter focused on development and non-interference, Beijing aims to offer an alternative to traditional Western-led security architectures in the region. The proposal aligns with China's broader Global Security Initiative (GSI), which advocates for resolving conflicts through dialogue rather than unilateral sanctions or military intervention.
