President Ilham Aliyev has signed a decree amending the "Regulation on the Digital Public Finance Information System," originally approved on January 26, 2026. The move aims to streamline fiscal governance and enhance the efficiency of electronic financial management within the country.
According to the Operative Information Center-OMM, the updated regulation introduces specific protocols for data retrieval. Under the new provisions, when registry information regarding securities issued by state-owned legal entities or public legal entities created on behalf of the state is required—whether for the exercise of rights, fulfillment of duties, or the provision of public services—such data must be obtained directly from the respective entities themselves.
The digital public finance system is a cornerstone of Azerbaijan's broader strategy to modernize its public administration and improve transparency in budget execution. By integrating digital solutions into financial oversight, the government seeks to reduce bureaucratic hurdles and ensure that state-controlled entities maintain accurate, accessible records of their financial instruments, thereby strengthening overall fiscal discipline in the Republic of Azerbaijan.
