President Ilham Aliyev has signed a decree on the reorganization of Baku Metro CJSC, signaling a major structural shift in the capital's public transportation system. According to Report, the decree mandates the reorganization of Baku Metro through the merger of BakuBus LLC and Baku Taxi Service LLC into its corporate structure.
Under the new framework, Baku Metro is designated as a commercial legal entity responsible for providing passenger transportation services across multiple sectors, including metro, bus, tram, and taxi services. The entity is tasked with enhancing service quality and safety, implementing innovative digital solutions for transport management and fare collection, and overseeing the design and construction of new infrastructure. This includes the development of metro lines, tram networks, bus terminals, and technical maintenance facilities for taxis and buses. The primary objective is to ensure the mutual integration and unified coordination of all public transport modes in Baku from a single center.
The decree stipulates that Baku Metro CJSC is the legal successor to BakuBus and Baku Taxi Service, inheriting all their rights, obligations, and assets. To oversee operations, a Supervisory Board consisting of five members, including a chairman, will be established. Current management will be handled by a Management Board comprising five members: a chairman and four deputies. The Azerbaijan Transport and Communication Holding (AZCON) has been tasked with approving the new charter and structure of the entity within three months, subject to the President's agreement. The Cabinet of Ministers will resolve all other administrative issues arising from the decree.
This strategic move is part of Azerbaijan's broader efforts to modernize urban infrastructure and streamline public services in the capital. By consolidating various transport modes under a single management body, the government aims to reduce traffic congestion, improve the efficiency of the transit network, and provide a more seamless experience for residents and visitors in Baku.
