A new mechanism may be developed in Azerbaijan to simplify the process of deregistration from a place of residence.
Operative Information Center-OMM reports that Azerbaijan's Commissioner for Human Rights (Ombudsman) Sabina Aliyeva announced this proposal. She put forward the suggestion during today's plenary session of the Milli Majlis (National Assembly) while presenting her activity report for 2025.
According to the Ombudsman, a simplified out-of-court mechanism should be developed to allow new property owners to remove individuals previously registered at their address. To achieve this, it is considered essential to make necessary amendments to the Law "On Registration by Place of Residence and Place of Stay." This step is significant both for reducing the workload of the courts and for ensuring the rights of property owners more effectively.
Sabina Aliyeva also added that reviewing the mechanisms for the execution of court decisions regarding debtor state bodies and making relevant legislative changes remains a pressing issue. The proposed reforms aim to streamline administrative procedures in Azerbaijan, ensuring that property rights are upheld without the lengthy delays often associated with judicial proceedings.
The institution of the Ombudsman in Azerbaijan, established in 2002, plays a critical role in protecting human rights and freedoms as enshrined in the Constitution and international treaties. By proposing these legislative updates to the Milli Majlis (National Assembly), the Commissioner seeks to modernize the legal framework in line with international best practices, balancing the interests of property owners with administrative efficiency.
