Pashinyan: Return of Azerbaijanis not discussed with Baku

Armenian Prime Minister Nikol Pashinyan stated during a briefing that the issue of Azerbaijanis returning to Armenia and Armenians returning to Azerbaijan is not being discussed with official Baku.

According to Operative Information Center-OMM, the head of government emphasized that negotiations have never been conducted with the Azerbaijani side regarding such a topic. He further noted that the return of Armenians from Garabagh, Baku, and other territories is also not a subject of current discussion.

Pashinyan believes that initiating such discussions in either direction could only have a provocative impact on the existing situation. The Prime Minister subsequently accused the domestic opposition of artificially inflating these issues, labeling the developments as "cheap internal political speculation." He specifically alleged that certain individuals, including Samvel Karapetyan, leader of the "Strong Armenia" party, were acting on instructions from external sources.

The issue of the return of displaced populations remains a sensitive point in the broader peace process between Azerbaijan and Armenia. Following the restoration of Azerbaijan's sovereignty over its internationally recognized territories in Garabagh, Baku has consistently advocated for a peace treaty based on mutual recognition of territorial integrity. While Azerbaijan has integrated its liberated regions through massive reconstruction projects, the legal and diplomatic frameworks for regional stability continue to be a primary focus of international mediators and regional stakeholders.
