President Ilham Aliyev has signed a decree introducing amendments to regulations concerning the implementation of the Law on Gas Supply, dated July 8, 2025. These changes aim to enhance oversight and transparency in the energy sector, ensuring that natural gas delivered to consumers meets established national standards.
According to the Operative Information Center-OMM, the amendments specifically modify the Charter of the Energy Regulatory Agency. Under the new provisions, the agency is tasked with verifying the quality indicators of gas sold to consumers—including composition, density, humidity, and heating value—either through laboratory analysis or specialized technical equipment. The results of these assessments must now be communicated not only to the gas distribution system operator but also to the wholesale and retail sellers, ensuring a more comprehensive flow of information compared to previous protocols.
Furthermore, revisions to the Rules for Exercising Control in the Field of Electricity, Heat, and Gas Supply have expanded the authority of the Energy Regulatory Agency, which operates under the Ministry of Energy. The agency is now empowered to participate in the coordination of annual income and expenditure estimates for state entities operating in the gas supply sector, as well as to oversee the execution of these budgets. This regulatory update is part of broader efforts in Azerbaijan to modernize energy infrastructure and improve consumer protection standards across the national utility grid.
