New heating and transport proposals submitted to Milli Majlis

A significant change to the calculation mechanism for heating fees has been proposed in Azerbaijan. Amendments to the "Rules for the Use of Thermal Energy" approved by the Cabinet of Ministers have been brought to the agenda, suggesting that tariffs be calculated based on the actually heated area of an apartment rather than its total area.

According to Operative Information Center-OMM, this initiative was put forward by Azerbaijan's Commissioner for Human Rights (Ombudsman) Sabina Aliyeva. She voiced the proposal during today's plenary session of the Milli Majlis (National Assembly) while presenting her annual report for 2025.

Citing positive international practices, the Ombudsman also emphasized the importance of transport concessions for vulnerable social groups. According to the proposal, special discounts in public transport should be applied to retirees, persons with disabilities, pupils, and students. Furthermore, Sabina Aliyeva suggested measures to stimulate public transport use in Baku and reduce the flow of private vehicles to the city center, including increasing the number of modern buses and considering the purchase of high-capacity double-decker buses.

The Ombudsman's report is a key annual event in Azerbaijan's legislative calendar, reflecting the state's commitment to social welfare and human rights. These proposals aim to align national utility and transport services with modern standards, ensuring more equitable pricing for citizens. The Milli Majlis (National Assembly) regularly reviews such initiatives to improve the living standards and social protection of the population in Azerbaijan.

Additionally, the necessity of minimizing bus intervals was highlighted, as passenger density remains high and waiting times currently often exceed 10-20 minutes. The proposed reforms are expected to enhance urban mobility and energy efficiency across the capital and other regions of the Republic.
