The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan submitted the annual report for 2025 to President Ilham Aliyev on February 24, 2026, in accordance with the procedures established by the Constitutional Law. The document has also been dispatched to the relevant government agencies for review.
The Press Service of the Ombudsman told Operative Information Center-OMM that the report details the Commissioner's activities regarding the restoration of human rights and freedoms violated by state bodies, municipalities, and other officials. These rights are enshrined in the Constitution of the Republic of Azerbaijan and international treaties to which the country is a party. The document further outlines results in legal awareness, scientific-analytical work, cooperation with civil society institutions, international relations, and specific recommendations aimed at more effective protection of citizen rights.
Following its submission to the head of state, the report is scheduled to be presented before the Milli Majlis (National Assembly). Once the parliamentary hearing is concluded, the full text will be made available to the public through various media outlets to ensure transparency and awareness.
The preparation of this document is governed by Article 14 of the Constitutional Law "On the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan." According to the legislation, the Ombudsman must submit the annual report to the President of Azerbaijan no later than two months after the end of the current year and deliver a speech before the Milli Majlis. Additionally, the report is shared with the Cabinet of Ministers, the Constitutional Court, the Supreme Court, and the Prosecutor General.
The institution of the Ombudsman in Azerbaijan serves as an independent mechanism for the protection of human rights, established to ensure the accountability of state institutions.
