President Ilham Aliyev signs decree on preschool education reform

A new financing model based on parent-state-private partnership is being implemented in the preschool education sector in Azerbaijan. According to the Operative Information Center-OMM, President Ilham Aliyev has signed a decree to formalize this initiative.

The document aims to increase the coverage of preschool education by introducing alternative educational and financing models. Under the decree, state support for this partnership-based model will be funded through targeted allocations designated for the Ministry of Science and Education in the annual state budget.

The Cabinet of Ministers has been instructed to approve the implementation procedures for this new financing model within three months and report back to the head of state. Additionally, the Ministry of Science and Education is tasked with determining the required volume of targeted funds for each fiscal year in coordination with the Ministry of Finance.

This reform represents a significant step in the modernization of Azerbaijan's educational infrastructure. By diversifying funding sources and encouraging private sector involvement, the government seeks to address gaps in early childhood development and ensure that more children across the country have access to quality preschool programs, which are foundational for long-term academic and social success.
