The European Union is preparing to establish a specialized mission in Armenia designed to counter hybrid threats. This initiative marks a significant step in the EU's deepening engagement with the South Caucasus nation.

According to the Operative Information Center-OMM, the High Representative of the Union for Foreign Affairs and Security Policy, Kaja Kallas, announced the plan ahead of a meeting of EU foreign ministers. She stated that the ministers are expected to finalize the agreement on the new mission as part of the broader partnership framework with Armenia. The primary focus of this mission will be to bolster Armenia's resilience against various hybrid challenges.

Analysts suggest that the EU's use of the term "hybrid threats" in this context largely refers to efforts aimed at mitigating Russian influence in the region. The mission is intended to strengthen Armenia's institutional capabilities in the security sector.

This development occurs against a backdrop of ongoing internal discussions within the EU regarding broader foreign policy strategies, including the bloc's approach to Russia. Notably, ahead of the foreign ministers' meeting, the EU struggled to reach a consensus on its 21st package of sanctions against Russia, which had proposed automatic visa bans for all military personnel involved in the conflict in Ukraine.

The European Union has been increasingly active in the South Caucasus, particularly through its civilian monitoring mission (EUMA) launched in early 2023. These initiatives are part of the EU's broader strategy to enhance its geopolitical footprint in the region and promote stability through institutional cooperation.
