Josep Borrell, the former High Representative of the European Union for Foreign Affairs and Security Policy, has issued significant recommendations regarding the future operations of the bloc.
According to the Operative Information Center-OMM, Borrell stated in an interview with Politico that for the European Union to adopt a more influential and ambitious position on the global stage, it must first clearly define the division of responsibilities within its internal structures.
According to Borrell, current ambiguities hinder the EU's operational effectiveness. "The first step is to clearly define who is responsible for what. If the division of responsibility is not clear, it is impossible to demonstrate a decisive position in the international arena," Borrell noted.
Reports indicate that discussions are currently underway within the European Union regarding the future of its foreign policy service. Some officials have suggested that the institution's functions are losing relevance, with some of its powers reportedly being gradually transferred to the European Commission.
It has been noted that existing disagreements within the EU leadership are also impacting governance processes. In particular, reports highlight friction between European Commission President Ursula von der Leyen and the current High Representative for Foreign Affairs and Security Policy, Kaja Kallas, which is said to be creating difficulties in the decision-making process.
The European Union, established to foster economic and political integration across Europe, frequently faces challenges in streamlining its complex bureaucratic structure. Borrell's call for reform reflects ongoing debates about whether the EU should centralize its foreign policy decision-making to better respond to global geopolitical shifts, particularly as the bloc navigates its relationships with major powers and addresses regional security concerns.
