Azerbaijan expands housing fund for former IDPs

The European Court of Human Rights (ECHR) previously issued rulings regarding the violation of property rights of internally displaced persons (IDPs). However, the implementation mechanism for these rights is being established today. A new category is being added to the special-purpose housing fund, which is a significant development. Simultaneously, the authority to manage the resettlement of IDPs in the liberated territories and the procedures for granting them property rights is being delegated to the relevant executive authority.

According to Operative Information Center-OMM, citing AZERTAC, this was announced by Ali Huseynli, chairman of the committee, during a joint meeting of the Milli Majlis (National Assembly) committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.

Huseynli stated that this initiative represents a triumph for human rights in Azerbaijan. He emphasized that the project is conceptually vital, holding significant importance from legal, social protection, and human rights perspectives.

The restoration of property rights for IDPs is a cornerstone of Azerbaijan's post-conflict reconstruction strategy. Following the liberation of territories in 2020 and the restoration of sovereignty in 2023, the government has prioritized the "Great Return" program, which focuses on rebuilding infrastructure and facilitating the safe and dignified return of citizens to their ancestral lands in Garabagh and East Zangezur.
