President Ilham Aliyev has amended the "List of officials provided with special state communication," as approved by his decree dated May 25, 2026.
According to the Operative Information Center-OMM, the head of state has signed a new decree to formalize these changes.
Under the new provisions, the list of officials authorized to use the special state communication system has been expanded to include key personnel within the State Water Resources Agency of Azerbaijan. Specifically, this includes the deputy head of the agency's apparatus, assistants and advisors to the chairman, and department heads. Furthermore, the list now encompasses the chairman and deputy chairmen of the Board of the "Directorate of Facilities Under Construction," as well as the executive directors and their deputies for both the "Regional Water Melioration" CJSC and the "Water Supply of Large Cities" CJSC.
The special state communication system in Azerbaijan is a critical infrastructure network designed to ensure secure, uninterrupted, and rapid communication between high-ranking government officials and state institutions. Access to this system is strictly regulated and is reserved for individuals holding positions of significant responsibility within the state apparatus to facilitate efficient governance and national security coordination.
