The draft of the "2027-2030 Socio-Economic Development Strategy" and the "Second State Program on the Great Return" has been officially submitted to the President of Azerbaijan.
According to Operative Information Center-OMM, Prime Minister Ali Asadov announced this while presenting the government's 2025 activity report to the Milli Majlis (National Assembly). The Prime Minister emphasized that the upcoming medium-term period presents new strategic challenges and goals for Azerbaijan, shaped by current global and regional geopolitical situations and geo-economic factors.
"The implementation of the 'Azerbaijan 2030: National Priorities for Socio-Economic Development' and the '2022-2026 Socio-Economic Development Strategy,' along with the 'First State Program on the Great Return' to the liberated territories, continues successfully," Prime Minister Ali Asadov stated. He noted that following the instructions in the Decree signed by the President on May 30, 2025, the new draft documents were discussed by the Economic Council before being submitted by the Cabinet of Ministers to the head of state.
The "Great Return" program is a cornerstone of Azerbaijan's national policy, aimed at the comprehensive reconstruction of territories liberated from occupation, including Garabagh and East Zangazur. These strategic documents serve as a roadmap for sustainable economic growth, the restoration of infrastructure, and the voluntary, safe, and dignified return of internally displaced persons to their ancestral lands. By integrating these regions into the national economy, Azerbaijan aims to strengthen its position as a regional economic hub and ensure long-term stability and prosperity.
