Modernization works on the Baku-Astara railway line are scheduled for completion by 2028, paving the way for the restoration of passenger services along the route.
According to the Operative Information Center-OMM, Deputy Minister of Digital Development and Transport Rahman Hummatov made the announcement during a round table discussion focused on the implementation of the 2025–2030 State Program for the improvement of transport infrastructure in Baku and surrounding regions.
Hummatov emphasized that while the development of the North-South Transport Corridor is a priority, passenger safety remains the paramount concern. Under the agreement signed with Russia at the end of last year, the development of the North-South Transport Corridor and the modernization of the existing line are planned. We do not support starting passenger transportation before the works are completed and safety is fully ensured, the Deputy Minister stated. He added that the current condition of certain sections of the track toward Astara requires extensive repairs, and passenger trains will only be permitted once the modernization is finalized in 2028.
The Baku-Astara railway is a critical component of the International North-South Transport Corridor (INSTC), a multi-modal network of ship, rail, and road routes moving freight between India, Iran, Azerbaijan, and Russia. The modernization of this section in Azerbaijan is expected to significantly enhance the transit capacity of the corridor, reducing travel times and improving regional connectivity. By upgrading the infrastructure to meet international standards, Azerbaijan continues to strengthen its position as a strategic logistics hub between Europe and Asia.
