A new legislative initiative in Azerbaijan proposes expanding the list of employees protected from labor contract termination, specifically targeting the job security of individuals over the age of 60.
Report informs that this initiative is highlighted in the 2025 annual report of the Commissioner for Human Rights (Ombudsman). The document was officially presented for discussion today during a meeting of the Milli Majlis (National Assembly) Committee on Human Rights.
During the discussions, it was emphasized that one of the primary innovations is the legal prohibition of terminating labor contracts for employees aged 60 and older. This move aims to ensure social stability and protect the rights of senior professionals within the labor market in Azerbaijan.
Under current legislation, employers are prohibited from dismissing pregnant women, women with children under the age of three, and men raising children under the age of three alone. Furthermore, the law currently protects employees who are the sole breadwinners raising school-aged children alone and individuals who have temporarily lost their ability to work.
Another significant proposal in the report involves pension reforms. It suggests including individuals with at least 35 years of service in the civil service in the category of those entitled to labor pensions under preferential terms. This measure is designed to recognize long-term dedication to the state and provide enhanced social security for veteran public servants.
The Milli Majlis (National Assembly) frequently reviews such social protection measures to align Azerbaijan's labor code with international standards and the evolving demographic needs of the country. If adopted, these changes will represent a significant shift in the Republic's social policy, strengthening the legal framework for elderly employment and retirement benefits.
