An individual wanted internationally by Azerbaijan has been apprehended in Germany and successfully extradited to Baku, according to information provided to the Operative Information Center-OMM by the Ministry of Justice.
The Ministry of Justice confirmed that on June 18, it facilitated the extradition of a fugitive whose location was identified in Germany. The individual had been placed on an international wanted list by the National Central Bureau of Interpol in Azerbaijan.
The suspect, identified as Elshan Hasan oglu Shamilov, a citizen of Georgia, had been evading justice for 33 years. He is accused of committing serious crimes in the early 1990s, including robbery and the intentional murder of Qurbanali Mustafayev, which resulted in severe bodily harm. These actions were carried out in collusion with others for financial gain. The charges fall under Article 94, Clause 2, and Article 145, Part 2 (clauses 1, 2, 3, 6, and 8) of the Criminal Code of the Republic of Azerbaijan effective at the time.
Following a formal request from the Prosecutor General's Office, the submission of required documentation in accordance with international legal procedures, and subsequent negotiations, German authorities agreed to the extradition. This cooperation underscores the strengthening of international legal partnerships and the effectiveness of Azerbaijan's efforts to bring fugitives to justice.
Elshan Shamilov was escorted from Frankfurt, Germany, to Azerbaijan by officials from the Ministry of Justice’s Main Department for International Cooperation and the Penitentiary Service. Upon arrival, he was transferred to a pre-trial detention center in compliance with a court-issued arrest warrant. The Ministry of Justice continues to take necessary measures to ensure the apprehension of individuals evading criminal liability.
