Audit Chamber outlines fiscal risks for 2025 state budget

The Audit Chamber of the Republic of Azerbaijan has identified key fiscal risks associated with the 2025 state budget draft. Primary concerns include the volatility of global crude oil prices, financial obligations related to public debt and guarantees, the potential mismatch between budget expenditures and sustainable revenue sources, and the economic impacts of climate change.

According to the Operative Information Center-OMM, Vugar Gulmammadov, Chairman of the Audit Chamber, presented these findings during a session of the Milli Majlis (National Assembly) dedicated to the discussion of the 2025 state budget execution bill.

"During the reporting year, risks associated with oil prices and climate change did not materialize as critical issues. Furthermore, concerns regarding public debt—specifically the concentration of demand in short-term bonds—have been largely mitigated," Gulmammadov stated. He added that beyond these factors, the Audit Chamber has detailed additional fiscal risks and areas requiring ongoing monitoring in its official opinion on the 2025 budget draft and its semi-annual report.

The Audit Chamber of Azerbaijan serves as the supreme audit institution, responsible for exercising external state financial control over the execution of the state budget. Its assessments are critical for ensuring transparency and fiscal discipline, providing the Milli Majlis with the necessary oversight to evaluate the government's economic planning and long-term financial stability strategies.
