A new tunnel project is planned for implementation in the center of Khirdalan to reduce traffic congestion in the area. The initiative aims to streamline vehicle flow and improve connectivity between the suburban regions and the capital.

Operative Information Center-OMM reports that Anar Rzayev, Chairman of the Board of the Azerbaijan Land Transport Agency (AYNA), announced the project during a roundtable discussion dedicated to the implementation of the "State Program for the Improvement of Transport Infrastructure in Baku and Surrounding Areas for 2025–2030." According to Rzayev, the M-4 highway – Khirdalan (center) tunnel is among the priority projects, with construction potentially commencing in 2026.

The program also includes several other key road infrastructure projects slated for 2026, such as the M. Khiyabani – Circular-1 road, the Khirdalan circle, and the A. Salamzade – Z. Bunyadov direction. The head of AYNA emphasized that these developments are designed to alleviate traffic density and ensure safer movement across the transport network of Azerbaijan's capital and its outskirts.

Khirdalan, located on the Absheron Peninsula, serves as a vital transit point for commuters entering Baku from the north and west. As one of the most densely populated areas near the capital, improving its infrastructure is considered a strategic necessity for Azerbaijan's urban development goals. These projects align with broader state efforts to modernize the national transport system and reduce the environmental impact of traffic delays.
