New protective dams will be constructed across rivers in the Shabran, Aghsu, Guba, Khachmaz, and Astara districts to mitigate the risks of flooding and erosion. The infrastructure initiative aims to reinforce riverbanks and protect residential areas from seasonal natural disasters.
According to Operative Information Center-OMM, these measures are part of a comprehensive action plan mandated by an April 28, 2026, Decree signed by President Ilham Aliyev. The decree focuses on eliminating the consequences of damage caused by heavy rainfall and subsequent floods in Baku and various regions across Azerbaijan. Under the project, stone and concrete dams will be installed along the Devechichay in Shabran, the Aghsuchay in the Aghsu district (specifically passing through Mashadganli village and the city center), the Garachay in Guba, the Gusarchay and Garachay in Khachmaz, and the Pensarchay in Astara.

These regions, particularly those situated near the Greater and Lesser Caucasus mountain ranges, are frequently susceptible to flash floods during the spring and autumn months. By implementing modern engineering solutions and reinforced concrete barriers, the government seeks to safeguard agricultural lands and critical infrastructure, ensuring the long-term safety of local communities against increasingly volatile weather patterns.
