Milli Majlis approves ban on relocating monuments in Shusha

The Milli Majlis (National Assembly) has approved, in the first reading, a legislative amendment prohibiting the relocation of monuments in Shusha without prior authorization. The move aims to strengthen the legal framework surrounding the preservation of cultural heritage in the city.

According to the Operative Information Center-OMM, the draft amendment to the law "On the cultural capital of Azerbaijan – the city of Shusha" was presented for discussion during today's session of the parliament's extraordinary session.

The draft law was developed to align existing legislation with the Criminal Code, the Code of Administrative Offenses, and the laws "On the protection of historical and cultural monuments" and "On culture." These adjustments are intended to clarify provisions regarding the protection of monuments within Shusha.

The document explicitly prohibits the defacement or destruction of monuments, as well as their relocation without the consent of the relevant executive authority. Furthermore, it bans construction, installation, restoration, reconstruction, conservation, or landscaping activities that violate the integrity of these monuments or pose a threat to their preservation.

It was emphasized that the adoption of these changes will ensure consistency among normative legal acts, reinforcing the state's commitment to safeguarding the historical and cultural legacy of Shusha, which was liberated from occupation in 2020 and subsequently declared the cultural capital of Azerbaijan.
