Azerbaijan adopts amendments to energy efficiency legislation

The Milli Majlis (National Assembly) of Azerbaijan has approved, in the first reading, amendments to the law "On the Efficient Use of Energy Resources and Energy Efficiency."

According to the Operative Information Center-OMM, the draft law was developed to facilitate the implementation and maintenance of the Energy Efficiency Information System, as stipulated in Article 4-1 of the existing legislation. The amendments specifically authorize the use of the Energy Efficiency Fund to finance the creation of subsystems, the acquisition of necessary software for tracking operations, and the execution of information and awareness-raising measures outlined in Article 18 of the law.

Consequently, the financial requirements for these initiatives will be covered by the resources of the Energy Efficiency Fund, ensuring a stable financial mechanism for sustainable energy efficiency programs.

The legislation is designed to promote energy-saving behaviors, enhance public awareness, introduce modern communication tools, and foster a culture of energy conservation across the country. By establishing a dedicated funding stream, the government aims to ensure the long-term viability of energy efficiency initiatives.

The "Statute on the Energy Efficiency Information System" was approved by a decree of the Cabinet of Ministers on June 9, 2026. Currently, the technical and institutional framework for the system has been finalized, and the process of collecting and inputting data is being carried out in phases.
