President Ilham Aliyev has signed a decree approving the "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Guinea on cooperation regarding the application of the "ASAN service" model in the Republic of Guinea."
According to the Operative Information Center-OMM, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan is mandated to ensure the implementation of the agreement's provisions following its entry into force. Furthermore, the Ministry of Foreign Affairs (MFA) has been directed to notify the Government of the Republic of Guinea once all necessary domestic legal procedures have been completed in Azerbaijan.
The "ASAN service" (Azerbaijan Service and Assessment Network) model, established in 2012, represents Azerbaijan's flagship brand in the field of public administration and digital governance. Designed to increase transparency, enhance efficiency, and eliminate bureaucracy, the model has gained significant international recognition, including the prestigious United Nations Public Service Award. The implementation of this system in Guinea marks another milestone in Azerbaijan's ongoing strategy to export its innovative "intellectual brand" and governance solutions to various nations across the African continent and beyond.
