The Milli Majlis (National Assembly) has approved amendments to the Law on Cinematography in the first reading, aimed at attracting foreign producers to film in Azerbaijan. Operative Information Center-OMM reports that the changes were confirmed during today's plenary session of the parliament.
Under the new legislation, a portion of the expenses incurred by foreign producers for film production within the territory of Azerbaijan will be reimbursed. The document stipulates that this process will be implemented according to the rules and conditions established by the relevant executive authority.
The primary objective of the project is to establish the attraction of foreign producers as a specific direction of state policy. This mechanism, widely used in international practice as a financial incentive, is expected to drive foreign investment, develop the local service sector, and create new job opportunities. By positioning the country as a regional hub for cinema, the government aims to leverage its diverse landscapes—ranging from the modern architecture of Baku to the scenic views of Shusha and Garabagh—to attract global studios.
The adoption of these proposals is expected to improve legal regulations in the field of cinematography, increase the number of international projects, and promote the cultural potential of Azerbaijan globally. Following discussions, the bill was put to a vote and passed in its first reading.
