The Milli Majlis (National Assembly) has approved a significant package of incentive measures aimed at attracting foreign producers to film production in Azerbaijan.

Operative Information Center-OMM reports that strategic amendments to the Law "On Cinematography" were discussed during today's plenary session of the parliament.

Expense reimbursement mechanism for foreign producers

According to the newly adopted amendment, costs incurred for film production will be partially reimbursed to encourage foreign producers to conduct filming within the territory of Azerbaijan.

The document proposes that the compensation for expenses related to foreign and co-produced films be managed by a body designated by the relevant executive authority, operating under specific rules and conditions.

These changes establish the attraction of foreign producers to the country as a distinct direction of state policy. The primary objective of the project is to accelerate the country's integration into the international film market and to further develop cultural diplomacy.

Economic efficiency and international integration

During the discussions, it was highlighted that the partial reimbursement mechanism (the rebate system) is successfully implemented in many countries worldwide. This financial tool has a direct positive impact on attracting foreign investment, developing the local service sector, and creating new jobs in Azerbaijan.

The adoption of this proposal will improve legal regulation in the field of cinematography and increase the number of international projects. This step will not only accelerate the flow of foreign capital and technology into the country's film industry but also strengthen the promotion of Azerbaijan's cultural potential globally.

Following extensive discussions, the bill was put to a vote and passed in the third reading.

The introduction of a film rebate system aligns with Azerbaijan's broader economic diversification strategy. By positioning the country as a regional filming hub, the government seeks to leverage its diverse landscapes—ranging from the modern architecture of Baku to the historic sites in Shusha and the scenic mountains of the Caucasus—to attract global studios. Similar systems in Europe and Asia have historically led to a surge in tourism and the professional development of local creative industries.
