National Cybersecurity Agency established in Azerbaijan

A "National Cybersecurity Agency" is being established as a public legal entity under the Ministry of Digital Development and Transport, based on the Electronic Security Service previously operating under the same ministry.

According to the Operative Information Center-OMM, President Ilham Aliyev has signed a decree to formalize the creation of this new body.

The decree also approves the Charter of the National Cybersecurity Agency. The agency's charter capital will be formed from funds allocated in this year's state budget for the state body, which remained unused until the date the agency's obligations were fully met.

To oversee the agency's operations, a Management Board consisting of four members—a chairman and three deputies—will be established. The powers of the founder of the agency have been entrusted to the President of Azerbaijan, including the approval of the charter, the determination of the charter capital, the creation of management bodies, and the reorganization or liquidation of the agency.

The Cabinet of Ministers has been tasked with ensuring the transfer of assets from the balance sheet of the former state body to the agency within one month of its state registration. Furthermore, the Cabinet must prepare and submit proposals to the President of Azerbaijan regarding the improvement of the agency's material and technical support.

The establishment of this agency marks a significant step in Azerbaijan's ongoing efforts to strengthen its digital sovereignty and national security infrastructure. As the country continues to accelerate its digital transformation and expand its e-government services, the need for a centralized, robust cybersecurity framework has become increasingly critical to protect national data and critical information systems from evolving cyber threats.
