Azerbaijan adopts new laws to accelerate digital transformation

Azerbaijan is implementing a series of new legislative measures designed to bolster the country's digital transformation. According to the Operative Information Center-OMM, this initiative was highlighted by the Speaker of the Milli Majlis (National Assembly), Sahiba Gafarova, during her online address at the Inter-Parliamentary Union's high-level dialogue on "Parliamentarians' Dialogue on Digital Governance."

The Speaker emphasized that the Azerbaijani parliament is actively working to strengthen the legal framework for digital innovation while ensuring legal certainty. "A significant portion of the legislative activity of the Azerbaijani parliament is dedicated to the development of digital governance and e-government. New laws are being adopted to support Azerbaijan's digital transformation, and existing legislation is being regularly improved to align with technological progress and emerging management requirements," Gafarova stated.

Gafarova further noted that current legislative reforms are integrating concepts such as digital technologies, innovative products, and technology transfer into national law. "The legal status of artificial intelligence is being defined, and long-term tax incentives are being envisaged for companies operating in the fields of digital technologies, artificial intelligence, and cybersecurity," she added. These reforms underscore the necessity of a flexible, consistent, and future-oriented legal framework capable of responding to rapidly evolving technologies.

The Speaker also highlighted that legislative reform is only one component of this process, noting that parliaments must effectively utilize digital solutions in their own operations. She mentioned that the Milli Majlis has recently adopted a law creating the legal basis for conducting public discussions and parliamentary hearings in an electronic format, thereby expanding opportunities for citizen participation in decision-making processes.

Digital transformation in Azerbaijan has become a national priority, aligning with the country's broader strategy to diversify its economy away from oil dependency. By fostering a favorable environment for tech startups and integrating AI into governance, the government aims to enhance transparency, efficiency, and public service delivery. This legislative push is part of a long-term vision to position Azerbaijan as a regional hub for innovation and digital governance in the South Caucasus.
