936 children in Azerbaijan identified as lacking family care

In 2025, Azerbaijani authorities identified 936 children living outside family environments and pedagogical influence, along with 511 parents who facilitated these conditions. The findings highlight ongoing efforts by the state to monitor and protect vulnerable minors across the country.

Operative Information Center-OMM reports that these figures were disclosed in the annual report of the National Coordinator for Combating Human Trafficking. The report was discussed during a joint meeting of the Milli Majlis (National Assembly) committees on Human Rights and Legal Policy and State Building. As a result of the investigations, 510 sets of materials were forwarded to local executive power commissions and guardianship authorities. Additionally, 32 parents were held administratively liable and placed under police supervision, though the report noted that no instances of children being forced into begging by third parties were identified.

Azerbaijan continues to strengthen its social protection mechanisms and legal framework to safeguard children's rights and prevent exploitation. The Milli Majlis regularly reviews such reports to ensure the effective implementation of the National Action Plan against human trafficking. These measures are part of a broader state strategy to provide comprehensive care for minors and ensure their reintegration into stable family environments or state-supported institutions, in line with international child protection standards.
