President Ilham Aliyev has signed a decree approving the Charter of the State Medical Insurance and Expertise Agency. This move formalizes the operational framework of the institution, which functions under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.
According to the Operative Information Center-OMM, the agency's authorized capital has been set at 10,565,947.36 manats. The agency is governed by a Management Board, which oversees its general activities and control. The board consists of five members, including a chairman and four deputies, all appointed and dismissed by the Minister of Labor and Social Protection of the Population.
The establishment and formalization of this agency represent a critical component of Azerbaijan's ongoing healthcare modernization efforts. By centralizing medical insurance and expertise functions, the government aims to enhance the transparency and efficiency of social protection services. This initiative is part of a broader strategy to ensure universal access to quality healthcare, improve the assessment of disability, and streamline medical evaluations for citizens, including those undergoing military service examinations.
The agency's assets are formed from its authorized capital, property provided by the founder, state budget allocations, compulsory medical insurance funds, income from activities, loans, grants, and other legally permitted sources.
The agency's primary areas of activity include:
- Ensuring the development of the relevant sector;
- Providing proposals to the Ministry regarding the formation of state policy and participating in its implementation;
- Cooperating with relevant state bodies and participating in the development of proposals;
- Taking measures to improve activities, increase transparency, enhance service quality, and support innovative ideas;
- Implementing compulsory medical insurance for the population and ensuring financial sustainability;
- Creating equal conditions for access to medical services, improving the quality of medical services, and increasing the efficiency of the use of medicines and medical supplies;
- Conducting disability assessments through its medical-social expert commissions;
- Conducting final medical examinations for citizens called up for active military service through its medical assessment commissions;
- Participating in the work of multidisciplinary commissions regarding the preparation of Individual Rehabilitation Programs for persons with disabilities.
The Cabinet of Ministers and the Ministry of Labor and Social Protection of the Population have been tasked with resolving issues arising from the decree. Additionally, the head of state signed a decree amending several previous acts to align with the implementation of the Presidential Decree No. 631 dated March 19, 2026, concerning the improvement of management in the field of compulsory medical insurance.
