The unauthorized relocation of historical monuments in the city of Shusha will be strictly prohibited under new legislative proposals. According to the Operative Information Center-OMM, a proposal has been submitted to amend the law "On the cultural capital of Azerbaijan – the city of Shusha."
The draft law was discussed during today's session of the Milli Majlis (National Assembly) Committee on Culture. Officials stated that the bill was prepared to align existing legislation with the Criminal Code, the Code of Administrative Offenses, and the laws "On the protection of historical and cultural monuments" and "On culture," specifically to clarify provisions regarding the preservation of monuments in Shusha.
The document explicitly prohibits the defacement or destruction of monuments, as well as their relocation without the consent of the relevant executive authority. Furthermore, the legislation bans any construction, installation, restoration, reconstruction, conservation, or landscaping work that violates the integrity of these monuments or poses a threat to their structural safety. The adoption of these amendments is intended to ensure consistency across the country's normative legal acts, reinforcing the legal framework for the protection of cultural heritage in the liberated territories of Azerbaijan.
