Azerbaijan reforms public legal entities into budget organizations

President Ilham Aliyev has signed a decree on measures regarding the reorganization of several public legal entities established on behalf of the state. This move marks a significant shift in the administrative structure of various government-affiliated bodies.

According to the Operative Information Center-OMM, the decree mandates that several entities—including the State Reserves Agency, the Cinema Agency under the Ministry of Culture, the Center for Fisheries and Aquaculture under the Ministry of Agriculture, the Science Foundation of Azerbaijan, the Azerbaijan National Agency for Mine Action (ANAMA), the Azerbaijan State News Agency (AZERTAC), the Center for Legal Expertise and Legislative Initiatives, and the Institute of Law and Human Rights under its jurisdiction—will transition from the status of public legal entities to budget organizations.

Furthermore, the decree instructs the Ministry of Economy to reorganize the Restoration, Construction, and Management Services for the Jabrayil, Qubadli, and Zangilan districts; the Aghdam, Fuzuli, and Khojavand districts; the Lachin district; the city of Khankendi, as well as the Aghdara and Khojaly districts; and the Kalbajar district. These entities are to be transformed into Limited Liability Companies (LLCs) within a two-month period.

This administrative reform is part of Azerbaijan's broader strategy to optimize state governance, enhance fiscal discipline, and improve the efficiency of public resource management. By converting specific entities into budget organizations, the government aims to strengthen direct oversight and ensure more transparent allocation of state funds across key sectors, including post-conflict reconstruction and cultural development.
