The Cabinet of Ministers has officially approved the "Rules for Determining the Level of Concentration in the Relevant Market" and the "Rules for the Assessment of Concentrations by the Competition Authority."
According to the Operative Information Center-OMM, Prime Minister Ali Asadov signed the decree to formalize these regulations.
These new rules are aligned with the Competition Code of Azerbaijan. The regulations establish procedures for the competition authority to review applications regarding market concentrations. Furthermore, the assessment process will incorporate economic theory, empirical analysis, and statistical data, while considering the competitive landscape of both vertical and horizontal adjacent markets.
The implementation of these rules is part of broader efforts by the government of Azerbaijan to modernize the national economy, foster a healthy business environment, and prevent monopolistic practices. The Competition Code serves as the legislative foundation for these measures, ensuring that market participants operate under transparent and fair conditions.
