New regulations proposed for private rehabilitation centers

New regulations have been proposed in Azerbaijan requiring private centers providing rehabilitation services to operate based on special permits and be subject to regular monitoring.

Operative Information Center-OMM reports that this initiative is highlighted in the 2025 annual report of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan.

The document was submitted for discussion today during a meeting of the Human Rights Committee of the Milli Majlis (National Assembly). The proposal aims to enhance the quality of medical and social services while ensuring that private entities meet established state standards for patient care and safety.

The report also targets individuals providing mental health assistance without the legal right to do so. Specifically, it suggests the development of special mechanisms to prevent illegal sessions and counseling services conducted via the internet and social media platforms. This move is designed to protect citizens from unqualified practitioners and ensure that psychological support is provided by licensed professionals within the legal framework of Azerbaijan.

In recent years, Azerbaijan has been actively reforming its healthcare and social protection systems to align with international standards. The Ombudsman's office plays a critical role in these reforms by identifying legislative gaps and advocating for the protection of vulnerable populations. These new proposals reflect a broader state strategy to increase transparency and accountability in the private healthcare sector across the country.
