A proposal has been put forward for the preparation and adoption of a new National Action Program in the field of human rights in Azerbaijan.
Operative Information Center-OMM reports that this significant initiative is reflected in the 2025 annual report of the Commissioner for Human Rights (Ombudsman).
The document was officially submitted for discussion during today's meeting of the Human Rights Committee of the Milli Majlis (National Assembly). During the session, officials emphasized that the adoption of a new program is a logical continuation of the reforms implemented in the field of ensuring human rights and freedoms. This step is designed to align with modern challenges, the requirements of the new era, and current national priorities.
The primary objectives of the program include protecting the rights of various population groups and fostering a legal culture within society. Furthermore, it aims to ensure the sustainability of measures directed toward improving the regulatory legal framework, the human rights protection system, and overall governance. The document also highlights the importance of further developing international and regional cooperation in this direction.
Another key proposal within the report concerns the development of a "State Program on Business and Human Rights." This initiative targets the protection of human rights during business activities in Azerbaijan, as well as the promotion and implementation of corporate social responsibility. The project is intended to create conditions for entrepreneurs to participate more actively in the country's socio-economic life and to achieve better coordination among relevant agencies in this field.
The institution of the Ombudsman in Azerbaijan was established to protect the human rights and fundamental freedoms enshrined in the Constitution of the Republic of Azerbaijan and international treaties to which the country is a party. These proposed programs represent a strategic effort to modernize the legal landscape in Baku and across the regions, ensuring that economic growth and civil protections advance in tandem with international standards.
