New stage in Azerbaijan's cultural policy: Knowledge culture

The "Azerbaijan Culture – 2040" Concept, which defines the long-term development trajectory of cultural policy in the Republic of Azerbaijan, stands as a vital strategic document aimed at the country's ideological, social, and intellectual future. Approved by the decree of President Ilham Aliyev dated January 14, 2026, this Concept presents the understanding of culture not only within the framework of art and heritage but in a broader, multifaceted structure encompassing societal behavior models, systems of thought, and knowledge culture.

Operative Information Center-OMM reports that the significance of this document lies in its definition of culture as an actively shaped and managed national resource rather than a passively preserved legacy. The Concept aims to expand the opportunities for Azerbaijani society to integrate into the modern world while preserving its identity against the backdrop of global changes. The primary goal is to create a balance between national-moral values and modern scientific, technological, and social approaches.

The Concept places special emphasis on behavioral and knowledge culture. It is no coincidence that the first stage of the document's implementation envisages the adoption of a separate state program covering these specific areas. This indicates that the state intends to build cultural development not only at the structural and infrastructural levels but through the qualitative transformation of the human factor. Behavioral culture is viewed as the sum of relationships an individual builds with others, social groups, and society at large, based on national-moral values. This concept is not limited to ethical norms; it encompasses communication skills, decision-making processes, attitudes toward disagreement, the ability to build trust, and even the perception of time.

The most innovative aspect of the Concept is the introduction of the "knowledge culture" concept. While this term is new to Azerbaijani cultural discourse, it serves as a strategic response to global challenges. Knowledge culture is a system of approaches that ensures the correct, purposeful, and ethical use of information in the daily lives of individuals and society, built upon national values alongside science and education. In an era of information abundance, knowledge culture creates immunity against disinformation, develops critical and analytical thinking, and rationalizes decision-making processes.

This strategic initiative aligns with Azerbaijan's broader vision of sustainable development and intellectual sovereignty. By formalizing these cultural pillars, the government seeks to strengthen the country's social fabric and enhance its international communication capabilities.
