Milli Majlis approves new governance model for Nakhchivan

The Milli Majlis (National Assembly) of the Republic of Azerbaijan has approved, in the first reading, a legislative amendment granting the Office of the Plenipotentiary Representative of the President in the Nakhchivan Autonomous Republic the status of a first-category state body.

As reported by the "Operative Information Center-OMM", the draft amendment to the Law "On Civil Service" was presented for discussion during the inaugural session of the parliament's extraordinary session.

It was noted that the proposed legislation is part of the large-scale structural and administrative reforms currently underway in Azerbaijan, aimed at optimizing the governance model within the Nakhchivan Autonomous Republic.

Under the new provisions, the Office of the Plenipotentiary Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic will hold the status of a first-category state body. This office acts as an executive authority tasked with fulfilling duties defined by the President of Azerbaijan within the territory of Nakhchivan. The office is led by a Plenipotentiary Representative, who is appointed and dismissed directly by the President of Azerbaijan and reports exclusively to the head of state.

Furthermore, the proposed changes stipulate that the positions of the Plenipotentiary Representative and their deputies will be removed from the classification of administrative positions. Conversely, the position of assistant to the Plenipotentiary Representative will be included in the third classification of civil service positions.

Following these amendments, the Law "On Civil Service" will no longer apply to the Plenipotentiary Representative and their deputies. The remuneration for individuals holding these positions will be determined by the relevant executive authority, taking into account their years of service, in accordance with Article 33-4.3 of the Law "On Civil Service."

The document was adopted in the first reading following parliamentary deliberations.

The Nakhchivan Autonomous Republic, an exclave of Azerbaijan, has been undergoing significant administrative restructuring in recent years to ensure greater integration with the central government's policies and to streamline local governance efficiency.
