The Milli Majlis (National Assembly) of the Republic of Azerbaijan has adopted, in the third reading, amendments to the law "On Diplomatic Service," introducing new social protection measures for diplomatic personnel.
According to the Operative Information Center-OMM, the legislative changes were discussed during the first session of the parliament's extraordinary sitting. The approved amendments stipulate that diplomatic service employees whose employment is terminated due to being called up for active military or alternative service will receive a one-time allowance equal to three times their average monthly state salary.
Furthermore, the legislation ensures job security for these individuals. With the exception of the liquidation of the diplomatic service body, personnel called up for military service are guaranteed reinstatement to their previous or an equivalent position, provided they apply within 60 calendar days of their discharge from military service.
The amendments also address cases involving the death of a diplomatic service employee or instances where an employee is declared missing or deceased by a court decision. In such circumstances, the heirs of the diplomat will be entitled to an allowance equal to four times the employee's average monthly state salary.
Additionally, the law clarifies the structure of the "state salary" for diplomatic personnel. It will now consist of the monthly base salary, supplements for diplomatic rank, representation allowances, overtime pay for hours exceeding the standard monthly norm, and other statutory supplements related to working conditions, such as climate factors or hazardous service environments. This replaces the previous, less specific definition of state salary, which was limited to base salary, bonuses, and general supplements.
The Milli Majlis plays a critical role in shaping the legal framework for Azerbaijan's civil and diplomatic service, ensuring that the country's foreign policy representatives are supported by robust social and economic guarantees as they advance national interests abroad.
