Milli Majlis amends arms export control regulations

The Milli Majlis (National Assembly) has approved amendments to the legal mechanisms regarding the government's function of organizing control over the export of weapons and strategic materials. During today's plenary session, the parliament voted to remove specific oversight powers previously held by the Cabinet of Ministers in this sector.

Operative Information Center-OMM reports that this innovation aims to improve the legislative system and align it with the current administrative structure of Azerbaijan. The package of changes covers the Labor and Execution of Punishments Codes, as well as the laws "On Defense", "On Police", and other related legislative acts.

Changes in the administrative structure

The core essence of the project is the modernization of legislation to reflect existing institutional realities. It should be recalled that until December 23, 2011, military commissariats operated directly within the structure of the Ministry of Defense. However, as a result of comprehensive reforms, district and city military commissariats were abolished and replaced by the State Service for Mobilization and Conscription, which was established as an independent entity on February 13, 2012.

New distribution of powers

Currently, the State Service for Mobilization and Conscription operates as an independent central executive authority, separate from the Ministry of Defense. The activities and material-technical supply of this Service are regulated directly by Presidential decrees. Consequently, provisions attributing these powers to the Cabinet of Ministers are being removed from Article 6 of the Law "On Defense." Additionally, the draft legislation envisages the removal of the obsolete term "military commissariat" from other relevant laws.

The legislative process in Azerbaijan's Milli Majlis (National Assembly) typically involves three readings; however, this specific bill was adopted in a single reading following extensive discussions. These reforms are part of a broader strategy to streamline the defense sector and enhance the efficiency of military administration in Azerbaijan, ensuring that legal frameworks accurately reflect the chain of command and executive responsibilities established over the last decade.
