Azerbaijan updates grant rules for cultural projects

Azerbaijan is updating the mechanism for grant financing of cultural projects and modifying competition requirements to better support the sector.

Operative Information Center-OMM reports that these innovations are reflected in the latest proposed amendments to the Law on Culture.

According to the draft discussed during today's meeting of the Milli Majlis (National Assembly) Committee on Culture, the current regulations contain certain gaps. While the Law on Grants does not impose specific restrictions, the existing rules approved by the Cabinet of Ministers currently only cover non-governmental organizations (NGOs).

The proposed changes aim to expand the scope of financing for cultural projects. In addition to NGOs, the new regulations will introduce specific rules for other legal entities and individuals, allowing a broader range of participants to apply for state-supported grants. Furthermore, the legal status of the term "cultural and creative industries" is being clarified within the legislation. This terminology is already integrated into key state documents, including the "Strategy for Socio-Economic Development for 2022-2026" and the "Azerbaijan Culture – 2040" Concept.

The modernization of these grant rules aligns with Azerbaijan's broader strategy to diversify its economy by fostering the creative economy. By simplifying access to funding for individual creators and private entities, the government seeks to stimulate innovation in arts, heritage, and digital media. Ultimately, the specific procedures for conducting grant competitions will be determined by a body designated by the relevant executive authority.
