The Japanese Embassy in Moscow has issued a statement regarding the current principles for the transfer of defense equipment and technology.

Operative Information Center-OMM reports that Japan is not currently considering the supply of lethal or destructive military equipment to Ukraine. The diplomatic mission further noted that since there is no direct agreement between Japan and Ukraine regarding the transfer of defense equipment and technology, Kyiv does not hold the status of a buyer in this context.

The embassy emphasized that Japan classifies the situation in Ukraine as a country where military operations are being conducted under conditions of armed conflict. It was noted that although the Japanese government decided to revise the "Three Principles on Defense Equipment and Technology Transfer" document on April 21, the issue of completely removing existing restrictions on the export of lethal weapons is still in the discussion stage.

This clarification follows the recent summoning of Japanese Ambassador Akira Muto to the Russian Ministry of Foreign Affairs, where concerns were expressed regarding the activities of a Japanese company related to drone production in Ukraine. Since the beginning of the conflict, Tokyo has primarily focused on providing non-lethal aid and humanitarian support, adhering to its long-standing pacifist defense policies while gradually navigating shifts in regional security dynamics.
