Diplomatic relations between Azerbaijan and Iran have historically been shaped by regional security, economic cooperation, and shared borders. The summoning of an ambassador is a formal diplomatic procedure used by governments to express serious concern or dissatisfaction regarding specific incidents or policy disagreements. In accordance with international diplomatic protocols, such actions serve as a primary channel for addressing bilateral tensions and seeking official clarifications between neighboring states.
