In 2025, a total of 46 Azerbaijani citizens were identified as victims of human trafficking in foreign countries, according to official data.

Operative Information Center-OMM reports that these figures were included in the 2025 annual report of the National Coordinator for Combating Human Trafficking. The document was presented and discussed during a joint meeting of the Milli Majlis (National Assembly) committees on Human Rights, and Legal Policy and State Building.

The report specifies that the victims were subjected to sexual exploitation in various countries: 33 individuals in Türkiye, 10 in the United Arab Emirates, and 3 in Pakistan. Regarding the age demographics of the victims, 4 were between the ages of 18-25, 28 were aged 25-35, and 14 were over the age of 35. In response to these illegal acts, 10 criminal cases were initiated, leading to the prosecution of 10 individuals (including 9 women) across 8 cases, while 12 people (11 of whom are women) were brought to court.

To support the recovery of those affected, the Ministry of Internal Affairs (MIA) emphasized that necessary measures for rehabilitation and reintegration have been prioritized. Each victim received a one-time allowance of 700 manats. Azerbaijan continues to strengthen its legal framework and international cooperation to combat human trafficking, a global issue that the Republic of Azerbaijan addresses through comprehensive state programs and specialized police units dedicated to protecting the rights of its citizens both domestically and abroad.
